Rental projects of 50 or more units must include 10% affordable and 10% workforce units, and Conservation Village Plans are approved by the City Planning Board following a public hearing.

The preserved open space is a built-in amenity rather than lost value. Wooded buffers, green views, walking trails and privacy are features renters increasingly pay for, and a clustered layout reduces road length, utility runs and site-work costs.
