The project was designed by Carlos Loureiro, an architect with a vast work portfolio, including the Pavilhão dos Desportos (Sports Pavilion), now known as the Pavilhão Rosa Mota (Rosa Mota Pavilion), in the gardens of the Palácio de Cristal.
