Road Access and Connectivity Klåpheia benefits from direct access to the county road that passes through the planning area. This road forms part of the existing transportation network on northern Andørja and is designated County Road 7804 (Fv. 7804). Klåpheia is located approximately 6 km from Engenes, one of the principal settlements on Andørja. Engenes offers a harbour and a range of local services and amenities, and also functions as an important public transport hub for the outer part of the island.

Planning and Zoning Status The property is covered by the approved detailed zoning plan for Klåpheia, adopted by the Municipal Council of Ibestad on 1 September 2016. The zoning plan has subsequently been retained in the municipality’s master plan (2023-2034) as a zoning plan that remains in force. The development history of Klåpheia dates back to 2005/2006. Kraft & Eiendomsutvikling AS commissioned the planning process, with Hålogaland Plankontor AS acting as planning consultant. The objective was to facilitate an integrated leisure and tourism development comprising holiday homes for sale and/or rental, together with marine-related facilities. Following an extensive planning process, the detailed zoning plan was formally approved by the Municipal Council of Ibestad on 1 September 2016 (Case No. 29/16).

The zoning plan remains an integral part of the current planning regime. The legally binding land-use designations are governed by the individual zoning plan. As such, the project offers a substantially different starting point from that of an unregulated rural property. Any future development must, however, be designed and implemented in accordance with applicable laws, regulations, and requirements in consultation with the municipality and relevant authorities.
Infrastructure The zoning plan provides for:

During the planning process, proposed building areas were located outside the identified hazard zones.
