Sculptor Ivan Fyodorovich Rakhmanov, a pupil of Sergey Timofeevich Konenkov (1874-1971), a famous Russian and Soviet sculptor, lived in the house. Ivan Fyodorovich was an active participant in the implementation of the Lenin plan of monumental architecture (1918). Among his works are the sculptural frieze of the F.E. Dzerzhinsky Narkomtyazhprom polyclinic (7, Kitaigorodsky Ave.).
The house is an object of cultural heritage of regional importance.
